    Retrieve the complete working draft and latest published version. plan_gate.status reports whether the owner plan makes publishing clear, blocked, or currently unresolved; a blocked gate names every feature and required plan. Translation entries with status "pending" may contain master-locale placeholder text, not a completed target-locale translation.
